Local Elections, 8 May 2011, Albania
- Following an official invitation from the Permanent Mission of the Republic of Albania to the OSCE, and based on the findings and conclusions of ODIHR's needs assessment mission, ODIHR deployed an election observation mission on 29 March to monitor the 8 May 2011 local elections.

Parliamentary Elections, 17 April 2011, Finland
- Following an invitation from the Finnish authorities, ODIHR deployed an election assessment mission for the parliamentary elections on 17 April.

Parliamentary Elections, 3 April 2011, Andorra
- On 21 February 2011, in accordance with OSCE commitments, the Permanent Mission of the Principality of Andorra to the OSCE invited the OSCE/ODIHR to observe the 3 April early parliamentary elections. A Needs Assessment Mission to Andorra from 21 to 23 March recommended an Election Assessment Mission for the elections, although given the time constraints and the resources already committed, the OSCE/ODIHR was not in the position to undertake an election-related activity.

- Following an official invitation from Kazakhstan's Foreign Ministry, ODIHR deployed an election observation mission on 1 March to observe the 3 April early presidential election.
