- OSCE/ODIHR sent a Needs Assessment Mission (NAM) to Yerevan between 23 and 26 October 2005 ahead of a popular referendum on whether voters approve of draft amendments to the Constitution adopted by the National Assembly.

- In response to an invitation from the Government of Azerbaijan, ODIHR deployed an election observation mission on 5 September to observe the 6 November parliamentary elections.

Parliamentary Elections, 18 September 2005, Afghanistan
- The OSCE Permanent Council Decision 686, dated 7 July 2005, decided to send to Afghanistan, a co-operation partner of the OSCE, an Election Support Team. The decision followed separate invitations to the OSCE from the Afghan Foreign Minister and the Chair of the Afghan Joint Election Management Body, to observe the elections to the National Assembly.
