For 20 years, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) has been tasked by participating States to promote “full integration of Roma and Sinti communities into the societies they live in, while preserving their identity” (1998 OSCE Oslo Ministerial Decision). This year marks the 15th anniversary of the “OSCE Action Plan on Improving the Situation of Roma and Sinti in the OSCE Area”. The primary objective of the Action Plan is “to reinforce the efforts of the participating States and relevant OSCE institutions and structures aimed at ensuring that Roma and Sinti people are able to play a full and equal part in our societies, and at eradicating discrimination against them.”

The national guidelines on the general principles regarding non-punishment provision of victims of trafficking in human beings encompasses a set of measures and activities to be taken by police officers, state prosecutors and judges to act on the special urgency in order to respond duly by focusing on the protection of the victims' human rights.

This publication, prepared by the Centre for OSCE Research (CORE) and the OSCE High Commissioner on National Minorities, was released in November 2018 to mark the 25th anniversary of the HCNM. It contains personal reflections of the five consecutive High Commissioners about the work and the role of the HCNM.

Arguing that the inclusion of civil society is essential for the implementation of any viable strategy to combat human trafficking, this publication can serve as an additional tool to assist the OSCE participating States strengthen their responses to trafficking in human beings, especially in the area of partnerships as a fundamental component of an effective anti-trafficking system.

Following the recommendations of the 17th Alliance against Trafficking in Persons Conference, this publication analyzes how the protection of child victims of trafficking should be addressed within broader child protection frameworks. In particular, it focuses on how state-run child protection agencies should make and implement decisions about comprehensive, secure and sustainable solutions in the best interests of a trafficked child.

This guide helps journalists to report more effectively on domestic violence in a victim-sensitive manner that addresses domestic violence as a serious concern, whilst providing appropriate context and holding institutions to account. With an overall aim to provide the media with a solid foundation to shape public discourse and enact policy change, the guidelines include an overview of the relevant legal framework, civil proceedings, victim-sensitive reporting and domestic violence shelters and helplines. The purpose of this Guide is to provide a comprehensive overview of the state of affairs of cyber security in the Republic of Serbia, focusing on the normative and strategic framework established thus far.

The guidebook aims at bridging the gap between journalists and the authorities. It includes recommendations for increasing the safety of journalists and provides best practices on the protection role of the institutions, as well as recommendations for police, public prosecutors, and journalists covering critical events.
