The Organization for Security and Co-operation in Europe (OSCE) is comprised of 57 participating States that have differing experiences in dealing with migration flows, levels of government responsible for migrant integration policies, main countries of immigrant origin, and benefits and challenges associated with migration. Successful migrant integration is key to maximizing the strength, vitality and innovation that migrant populations bring to local communities, thus benefitting society at large. In reality, much of the migrant integration process occurs at the local level. Migrants meet and interact with others, use public services, work, open businesses and study in their new local communities.

The report provides an overview of current situation in the shelters for domestic violence in Kosovo, outlines the legal and institutional framework that regulates their functioning and municipal mechanisms on protection from domestic violence. It elaborates on a number of existing challenges, and provides conclusions and a set of recommendations for institutions and shelters themselves.

As part of its wider mandate to assist OSCE participating States in implementing OSCE commitments, ODIHR reviews, upon request, individual pieces of draft and existing legislation to assess their compliance with OSCE human dimension commitments and international human rights standards. ODIHR legal reviews also include examples of good practices from other OSCE participating States and provides concrete recommendations for improvement. In certain circumstances, ODIHR prepares reviews jointly with other OSCE structures and international organizations, notably the Council of Europe’s Commission for Democracy through Law (Venice Commission).

The report on “Communities’ Access to Education” assesses pre-university education for non-majority communities in Kosovo.
