Rule of law and counter-terrorism
The OSCE’s comprehensive approach to security acknowledges that respect for the rule of law is a prerequisite for effective counter-terrorism responses. In partnership with the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR), its field operations and other executive structures, the OSCE Action against Terrorism Unit works to build capacity among participating States to investigate, prosecute and punish terrorist crimes within a human rights framework.
Efforts to rehabilitate and reintegrate former terrorist offenders and affiliated family members in and outside prison settings are needed for sustainable solutions. The OSCE Action against Terrorism Unit facilitates related exchanges of good practices for law enforcement officials, prosecutors, judges and other stakeholders at national and regional levels.
In addition to engaging front-line practitioners, high-level OSCE conferences for policymakers encourage collaboration in legal and other strategic matters, which helps build political will and strengthen co-operation among participating States at the governmental level.
