Preventing and combatting violence against women is a longstanding commitment of all OSCE participating States (see OSCE Ministerial Council Decisions No. 15/05; 7/14 and 4/18). Violence against women is a serious violation of human rights, originating from and resulting in gender inequality. In addition to suffering violence in a domestic setting, women experience violence in the public sphere, preventing their meaningful participation in political and public life, as well as in the security and justice sectors. Women who have difficulty in accessing security and justice services are particularly at risk of violence. This includes women with disabilities, women deprived of their liberty, women from minority backgrounds, such as Roma and Sinti women, migrant and refugee women or women affected by conflict.
Discussions at the Human Dimension Seminar will:
- assess the status of implementation of OSCE commitments on preventing and combatting violence against women.
- take stock of progress achieved so far, identify challenges and good practices, and make recommendations to OSCE executive structures and field operations, participating States and other relevant actors.
The Seminar will address the topic through the following Working Groups:
- Violence against women: recent trends;
- Violence against women in political and public life;
- Violence against women belonging to vulnerable groups, in particular migrants, refugees and displaced people, and people at risk of displacement
Participants
Representatives of OSCE participating States, OSCE institutions and OSCE executive structures, representatives of inter-governmental organizations, representatives of civil society, and researchers from the 57 participating States are encouraged to participate. The Partners for Co-operation are invited to attend and contribute with respect to their co-operation and links with the OSCE in this field.

Participation in the event is free of charge. Travel and accommodation costs should be borne by participants.
Modalities
The meeting will start with an opening session, followed by three working groups and a closing session.
Interpretation will be provided into the six official OSCE languages: English, French, German, Italian, Russian and Spanish.
Given the restrictions related to Covid-19, this meeting will take place both in-person and online. Please note that the number of seats at the venue may be limited due to capacity limitations.
Side events
Side event provide an opportunity for participants to discuss issues that have not been fully covered during the working sessions.
