OSCE Mission concludes operational command training programme for women officers of Kosovo Police
The OSCE Mission in Kosovo concluded its training programme on operational command duties for high ranked women officers of the Kosovo Police with a practical training from 29 April to 2 May 2018 at the South Wales Police (SWP) in Cardiff, United Kingdom.
The programme, developed in co-operation with the Kosovo Police and the Association of Women in Kosovo Police, consisted of three modules: enhancing management and leadership skills in 2016; operational commanders’ duties in 2017 and practical training in the United Kingdom. The entire training package aimed at empowering Kosovo Policewomen by developing their skills and competencies for management and leadership positions.
The five-day practical training in the UK gave 14 participating police officers, who already concluded the first two modules in Kosovo, an opportunity to closely see how the SWP applies principles of decision-making models for operational commanders and how strategic operational and tactical command decisions are taken. They also learned how SWP maintains trust and confidence within local diverse communities and how operational plans are designed and delegated to police when managing different critical incidents.
“Although an increasing number of women are becoming part of the security sector, they still continue to be underrepresented in senior police command positions,” said Shpresa Muharremi from the OSCE Mission. “By coaching them to develop managerial skills and enabling them to practically observe international best practices, we are contributing to a modern police environment that will meet the needs and priorities of the population they seek to serve.”
During the practical training, participants were mentored by SWP senior policewomen officers and spread into different police districts across South Wales, which enabled them to network and ensure that the sharing of knowledge, successes and challenges continues after the conclusion of the training.
The OSCE Mission in Kosovo is mandated with the protection and promotion of human and community rights, as well as with democratization and public safety sector development. It regularly delivers advanced and specialized training courses for law enforcement agencies to further improve their capacities.
