Modern methods of combatting corruption in Kyrgyzstan outlined at OSCE-supported conference
Modern methods of combatting corruption were the focus of a conference on 9 December 2015 organized by the OSCE Centre in Bishkek in co-operation with the General Prosecutor’s Office to mark International Anti-Corruption Day.
Some 100 representatives of the Kyrgyz Parliament, high-ranking officials, civil society, international organizations and the media shared their experiences and presented various methods and mechanisms for preventing and eradicating corruption in state agencies and institutions.
“Imperfections in the current legislation, the lack of specificity and the incompleteness of legislation provide unscrupulous officials with many opportunities for the abuse of power,” said Indira Joldubaeva, the Prosecutor General of Kyrgyzstan. “In some cases moral incentives have been lost and such job positions are often considered only as a place of finding additional sources of income. We have to abolish that and continue the uncompromised fight against corruption.”
Head of the OSCE Centre in Bishkek Sergey Kapinos said there is a need for a systemic reform of all state legal institutions to effectively address corruption.
“Reforms of not only the executive branch institutions, but also the judiciary are needed. Best international practices in combatting corruption are based on good governance, transparency and accountability, the rule of law, and the involvement of civil society and mass media. The OSCE stands ready to share its experience and expertise in this field,” said Kapinos.
Discussions focused on enhancing Kyrgyz legislation for combatting corruption, anti-corruption measures in the judicial system, lessons learned from addressing corruption in the Kyrgyz Account Chamber, as well as the interim results of the Kyrgyz Defense Council Working Group’s monitoring of the implementation of the State Strategy’s anti-corruption policy.
A common resolution on combatting corruption, including recommendations from the discussion, was adopted.
The event is part of the OSCE Centre in Bishkek’s work in assisting the Kyrgyz Government in combatting corruption, money laundering and the financing of terrorism.
