OSCE supports local self-governance reform in Kazakhstan
An OSCE-supported seminar on the next steps in local self-governance reform took place on 5 October 2016 in Uralsk, West Kazakhstan Region.
The event was organized by the OSCE Programme Office in Astana in partnership with the National Economy and Justice ministries for some 70 central and regional administration officials as well as akims (mayors) of small cities and rural districts of the Aktobe, Atyrau, Mangistau and West Kazakhstan Regions.
Representatives from the central authorities discussed draft legislative amendments to local self-governance legislation such as the introduction of a separate budget and municipal property at the local level. Local administration officials provided their feedback on existing problems in implementing local self-governance reform and exchanged opinions on the ways to develop the legal and institutional framework in this regard.
A follow-up seminar on the same topic will be held in November 2016 in the East Kazakhstan Region.
The event is part of the Office’s long-term efforts to promote good governance and democratic development in Kazakhstan.
