Tashkent conference focuses on pre-trial investigation

TASHKENT, 2 June 2001 (OSCE) - Judicial supervision over pre-trial investigation in Uzbekistan was the topic of a meeting held in Tashkent on 1 and 2 June. The conference agenda included a review of Uzbek national criminal procedure legislation relating to investigation practices, and a presentation of international standards related to the judicial supervision over the pre-trial investigation.
Uzbekistan law on criminal procedure does not yet meet international standards relating to the supervision of the pre-trial investigation by the judiciary. The meeting reviewed the requirements of the International Covenant on Civil and Political Rights and the participants worked on recommendations regarding the implementation of relevant international standards in Uzbekistan. The recommendations will be presented to appropriate state officials.
"The OSCE considers that the procedures in Uzbekistan should be based on international requirements relating to the arrest and detention, treatment of detainees, prohibition of torture, admission of evidence and fair trial," said Ambassador Gantcho Gantchev, Head of the OSCE Centre in Tashkent.
A total of about 40 participants attended the working, amongst them members of the Judiciary, the Procurator's office, the Advocate's association, and the Ministry of Internal Affairs. Also attending were Elena Snegireva, Judge of the Moscow Regional Court (Russian Federation), Ion Cherga, Vice Chairman of the Chisinau Tribunal (Moldova), Douwe Korff, OSCE international expert on human rights and fellow of the Human Rights Center at the University of Essex, and Ms. Dorota Ryzy, ODIHR Rule of Law Expert. Mr. Tuhtashev, Chairman of the Association of Judges of Uzbekistan, moderated the conference.
The sessions were organized by the American Bar Association Central and East European Law Initiative in collaboration with the OSCE Office for Democratic Institutions and Human Right (ODIHR) and the Centre in Tashkent.
