OSCE-supported information and training centre opens doors in Uzbekistan's Lower House of Parliament

TASHKENT, 24 April 2006 - An information and training centre to assist Uzbekistan's parliamentarians in the field of parliamentary affairs opened today in the Lower House of Uzbekistan's Parliament (Oliy Majlis).
The centre is the result of a project supported by the OSCE Centre in Tashkent and the European Union's EuropeAid Programme, aimed at establishing a permanent training facility to assist Uzbekistan's Parliament and parliamentarians in building their capacities to further carry out democratic reforms in the country.
"A professionally functioning parliament is necessary for the development of democracy and is an expression of a democratic society in itself," said Ambassador Miroslav Jenca, Head of the OSCE Centre. "Our support for establishing this information and training centre reflects the OSCE's dedication to helping Uzbekistan to further democratic reforms."
The centre will provide regular training seminars to cover such issues as initiating legislation, legislative technique, rules of drafting laws and introducing amendments to acting laws, review of draft laws submitted by other subjects of the legislative initiative, exercising parliamentary control, as well as implementing international standards into national legislation. The centre will also train parliamentarians in using modern information and communication technology to carry out their professional tasks.
