OSCE Office to host roundtable in Ukraine on converting former military bases for civilian use

KYIV, 13 May 2003 - Converting former military bases for civilian uses in Ukraine will be the focus of an international roundtable starting in the capital, Kyiv, tomorrow. Some 70 experts will discuss economic, social and environmental aspects of converting and redeveloping former military sites for civilian purposes.
The meeting is organized by the Office of the OSCE Project Co-ordinator in Ukraine together with the Parliamentary Committee on National Defence and Security and the National Co-ordinating Centre for Adaptation of Military Servicemen, and Conversion of Former Military Facilities (NCC).
Experts from Ukraine, including the Verkhovna Rada (Parliament), where the roundtable will be held, the Ukrainian Ministry of Defence, the Ukrainian Ministry for Emergency Situations and the National Co-ordinating Centre, as well as conversion experts from Finland, Norway, Poland and the UK will attend the event.
A study supported by the OSCE Project Co-ordinator's office, together with Ukrainian and international partners will be presented at the conference. The study analyses the base conversion procedures in Ukraine and outlines a possible model for increasing present accountability, transparency and efficiency. The study looks at both national and local issues, using the former military base in Zherebkovo in southern Ukraine as an example.
