Head of OSCE Centre in Dushanbe welcomes new Tajik barristers' association

DUSHANBE, 31 March 2003 - Ambassador Marc Gilbert, the Head of the OSCE Centre in Dushanbe, welcomed the establishment of a Tajik Barristers' Association that will promote lawyers' activity and help counterbalance other parts of the legal system.
"This is an important step on the way to reinforcing the judiciary and strengthening democratic institutions in the country," he said.
A Constituent Assembly of the new Association was held last Saturday in the Tajik capital, Dushanbe, under the auspices of the OSCE Centre and the Open Society Institute.
Ambassador Gilbert said the presence of many high-ranking representatives from the executive, judicial and legislative branches at the meeting was clear evidence of the importance attached to the new body of barristers in Tajikistan.
Deputy Prime Minister Saidamir Zuhurov called the establishment a further step on the way to the normalization and modernization of the country and he promised that the Government would support the Association.
Participants discussed the main objectives of the Association, its organizational structure and its ruling bodies. They approved the Charter of the new public organization and elected members of the Board to be headed by Kayoum Youssufov, a practising barrister from Dushanbe.
Naim Amirbekov, Chairman of the Tajik Lawyers' Collegium, also welcomed the new body and called it a "necessary modernization of the Tajik judiciary".
The meeting was well attended by representatives of the diplomatic community and international organizations in Tajikistan.
As provided for by Tajik legislation, the newly established Association is to be registered within 30 days.
