OSCE Centre in Dushanbe opens field office in Kulyab

DUSHANBE, 3 March 2003 - The OSCE Centre in Dushanbe has opened a new Field Office in Kulyab, some 200 km. to the southeast of Tajikistan's capital.
"There is no doubt that in Kulyab the OSCE will bring a very useful contribution, and that the Organization will increase its popularity," said Amirsho Miraliev, Head of the Executive in the Khatlon Province, on the occasion of the opening of the new Field Office in Kulyab, on Thursday, 27 February 2003.
The creation of the Field Office is a part of the implementation of the new mandate of the Centre in Dushanbe, which was adopted last October by the OSCE Permanent Council.
With some 150,000 inhabitants, Kulyab is the third biggest city in Tajikistan and the area of responsibility of the new OSCE Field Office covers 10 districts, with a population of some two million.
Expectations there are high, as this part of the country is facing many serious challenges. In the opinion of Ambassador Marc Gilbert, Head of the OSCE Centre in Dushanbe: "The OSCE Centre will do its best to establish good relationship with the local authorities as well as with the population of Kulyab. We must now generate confidence and create a good, open co-operation."
Ambassador Gilbert has given that challenging task to Bojidar Dimitrov, a Bulgarian citizen who was the Head of the recently closed Dusti Field Office.
Civil education and gender programmes are already underway, and a Legal Adviser jointly subsidized by the Open Society Institute and the OSCE will provide the population with legal advice. Co-operation is also envisaged with the Senior Economic Adviser and with the Media Officer.
The OSCE Centre in Dushanbe has a total of five field offices in Khujand, Kurgan-Tyube, Garm, Kulyab and Shartuz.
