OSCE Chairman in Office visits Tajikistan

DUSHANBE, 9 July 2002 - The OSCE Chairman in Office, Portuguese Foreign Minister Antonio Martins da Cruz, urged Tajikistan to continue with democratisation measures and market reforms during a visit to Dushanbe on 9 July, after having visited Kyrgyzstan on the previous day.
During his first visit to Tajikistan, the OSCE CiO met President Emomali Rakhmonov, the Chairman of the Upper Chamber of Parliament, Makhmadsaid Ubaidullaev, Minister of Foreign Affairs Talbak Nazarov and Said Abdullo Nuri, Head of the Islamic Renaissance Party and former head of the United Tajik Opposition.
General political, economic, media and human rights developments were the main focus of the discussions. Minister Martins da Cruz noted the well-established co-operation between the OSCE and Tajikistan. Both sides stressed the excellent working relations between the host country and the OSCE Mission.
The CiO offered OSCE assistance in a number of areas and urged the Tajik leaders to continue with the reform process that has started so successfully. "It is essential for Tajikistan to carry on with the democratization process and reforms towards a functioning market economy in accordance with good governance principles," he said. The CiO asked the Tajik leadership to make use of the OSCE as a strategic partner and to further engage in co-operation and assistance in a variety of different areas.
The recent evolution of the situation in Afghanistan and its potential implications for Tajikistan were also on the agenda. The importance of concrete projects in the economic and environmental dimension was stressed, including co-operation in water management as a confidence-building measure and the development of small and medium-sized enterprises.
Both sides agreed on the need to raise the awareness of the international community and to help attract assistance to prevent a recurrence of landslides that struck some parts of Tajikistan after recent heavy rainfall.
Ambassador Herbert Salber, Special Adviser to the CiO on Central Asia, met representatives of political parties and the mass media at a breakfast at the OSCE Mission to Tajikistan. Political and media issues were the main focus of the meeting, in particular changes to the Laws on Political Parties and the Law on Mass Media.
