OSCE Mission welcomes setting up of Tajik human rights Commission

DUSHANBE, 14 March 2002 - The Head of the OSCE Mission to Tajikistan, Ambassador Marc Gilbert, has welcomed the establishment of a Commission by the Tajik authorities to pursue the fulfilment of the country's international human rights obligations.
"By establishing this commission, the Tajik authorities have proved their decisiveness to promote the respect for human rights in their country", Mr. Gilbert said.
The commission, headed by the Tajik Vice-Prime Minister, includes representatives of all relevant Tajik authorities and of two local non-governmental organizations. It was set up at the beginning of March by governmental decree upon the recommendation of the Conference on International Covenant on Civil and Political Rights, held by the OSCE Mission in co-operation with the OSCE's Office for Democratic Institutions and Human Rights and the Tajik Ministry of Justice in Dushanbe in April 2001.
To fulfil its main task, the fulfilment of international commitments in the field of human rights undertaken by Tajikistan during its years of independence, the Commission is entrusted with a wide scope of functions:
- co-ordination of the activities of respective bodies in the realization of international commitments in the field of human rights;
- preparation of national reports on the implementation of the main United Nations international treaties in the field of human rights, for the further submission to the UN structure;
- assistance in bringing the national legislation of Tajikistan into conformity with its international obligations in the field of human rights;
- assessment of the efficiency of the participation of Tajikistan in international treaties in the field of human rights and study of the possibility of ratification/accession by Tajikistan of other relevant international legal instruments;
- assistance in the dissemination of knowledge on human rights, etc.
The reporting on the International Covenant on Civil and Political Rights and on the Convention of the Elimination of All Forms of Discrimination against Women will be the main task of the Commission for the coming year.
