Seminar on the role of human rights NGOs in Tajikistan

DUSHANBE, 24 October 2001 (OSCE) - A two-day seminar on the role of human rights NGOs in protection of human rights in Tajikistan highlighted the role of NGOs in civil society, their co-operation with state authorities, and defined a direction of activities of human rights NGOs in the country.
This event, organized by the OSCE Mission to Tajikistan in Dushanbe from 23 to 24 October, in co-operation with the local NGO "Bureau of Human Rights and Rule of Law", was attended by more than 40 participants, including representatives from Tajik human rights NGOs, local authorities, mass media and international organizations dealing with human rights issues.
Experts from Moscow and Almaty conducted trainings on such subjects as protecting and monitoring human rights, the status and legal framework of human rights NGOs, the co-operation between NGOs and state authorities (social partnership), and the strategy and tactics of human rights NGOs. Trainings were based on the practice and experience of human rights NGOs based in OSCE participating States.
The seminar ended with a round table on the activities of human rights NGOs in the Republic of Tajikistan. Participants stressed the necessity to adapt current Tajik legislation on NGOs to international norms and standards. They highlighted the need to increase NGOs activities in the field of human rights advocacy, to enhance co-operation between NGOs and Tajik authorities, and to establish and develop relations with other human rights NGOs, in particular Human Rights Watch, Amnesty International and Penal Reform International. Participants also agreed that Tajik human rights NGOs should concentrate their activities on such issues as death penalty, fair trial and prevention of torture.
To conclude these discussions, participants adopted a Memorandum, which will be forwarded to Tajik authorities, human rights NGOs, local mass media and international organizations present in Tajikistan.
