Tajikistan’s Government approves OSCE-supported National Action Plan on implementing UN Security Council Resolution 1540
Tajikistan’s Government on 9 February 2016 approved a National Action Plan, drafted with the support of the OSCE Conflict Prevention Centre and the OSCE Office in Tajikistan, on implementing UN Security Council Resolution 1540 (2004), on non-proliferation of weapons of mass destruction, their components and means of delivery. A corresponding resolution on the Plan’s further implementation by designated governmental structures was signed by the country the same day.
The OSCE, together with the UN 1540 Committee and its Group of Experts, has been helping participating States to draft such plans since 2010. In close co-ordination with the OSCE Conflict Prevention Centre, the OSCE Office in Tajikistan provided technical, advisory and co-ordination assistance to the country’s inter-agency working group from relevant ministries and agencies in developing a comprehensive national action plan and defining frameworks for its implementation up until 2021.
The National Action Plan provides for practical measures to be taken by Tajikistan to strengthen its legislative framework and law enforcement practices. These measures provide for materials related to weapons of mass destruction and their means of delivery to be accounted for, secured and physically protected, their export and transfer across borders to be monitored, and illicit trafficking and brokering to be prevented and countered. The plan aims to co-ordinate efforts at the national, regional and international levels to prevent illicit trafficking in weapons of mass destruction and their means of delivery.
Following the approval of the National Action Plan and in co-ordination with the OSCE Conflict Prevention Centre, the Office in Tajikistan will continue co-operation with the Government and its designated ministries and agencies on implementing the Plan.
