OSCE Mission to Skopje launches public awareness campaign on decentralization

SKOPJE, 4 June 2003 - The OSCE Spillover Monitor Mission to Skopje and the local Roma non-governmental organization, ARKA, will organize a series of information seminars to promote the new law on Local Self-Government and a better understanding of the decentralization process in 25 rural municipalities.
The seminars are targeted at municipal staff, politicians, village leaders and key figures within the local community from all ethnic backgrounds across the country. The information seminars will be carried out over a six-week period in June and July.
To broaden the reach and impact of the project, the seminars will be supported with information leaflets and a local media campaign, focusing on the local self-government law and what it means in practice.
"Decentralization is not just about giving local administrations more power", said Shaun Barcavage, OSCE project manager. "The slogan 'Power is in your Hands' represents the important element of decentralization that gives citizens more opportunities to participate in the decision-making process of local government."
The campaign has been funded by the Canadian International Development Agency and is conducted in co-operation with the Ministry for Local Self-Government.
