OSCE Mission to Skopje supports development of external oversight mechanism for law enforcement bodies
SKOPJE, 3 June 2008 - Ways to implement the new external oversight mechanism for law enforcement bodies is the aim of a series of public debates for judicial representatives from across the country, which started in Skopje today.
The new mechanism, supported by the OSCE Mission to Skopje, was designed to ensure effective investigation of allegations of misconduct by law enforcement officials, especially cases that result in serious human rights violations.
"The project will contribute to combating deep-rooted impunity in the country and ensuring effective investigation through enhanced prosecutorial control over the law enforcement bodies compliant with international requirements, the recommendations of the European Committee for the Prevention of Torture and international best practices," said Donald Bisson, the Head of the OSCE Mission's Rule of Law Department.
Jovan Ilievski, the Head of the Basic Public Prosecution Office for Prosecution of Organized Crime and Corruption, said: "I am pleased that the drafting process of the new legislation was transparent and inclusive."
The OSCE Mission has helped make sure that the external mechanism was developed through consultations between local experts, state institutions, the Public Prosecutor's Office, the Ombudsman's Office and the civil sector.
