OSCE Skopje Mission supports development of Ombudsman Institution

SKOPJE, 16 March 2006 - Improving the management skills of the personnel in the Ombudsman Head Office and in six regional offices was the aim of a training course, which ended today in Skopje.
The four-day event, part of the Ombudsman Support project, implemented by the OSCE Spillover Monitor Mission to Skopje with financial support from the Swedish International Development Agency (SIDA), helped develop case handling procedures and good governance in order to improve the overall efficiency of the Institution.
"The number of people addressing the Ombudsman is steadily increasing as the Institution becomes more effective and more known in the country," said Victor Ullom, the Head of the Mission's Rule of Law Unit. "With recently opened regional offices, the Ombudsman's organizational capacity must respond to that increase in an effective way."
Liljana Ilievska, Deputy Ombudsman from the Bitola regional office, said: "This training course will most certainly increase my capability to run a regional office. I've learned techniques that will assist me in the proper organization and distribution of work activities and in human resources management."
The OSCE Mission in co-operation with SIDA continues to strengthen the institutional capacity of the Ombudsman not only through training, but also by providing IT equipment in order to ensure speedier resolution of cases through more efficient communication systems and to gain client confidence by reducing case backlogs.
In co-operation with the Canadian International Development Agency, the OSCE Mission supported the publication of a reference booklet, "Compilation of legal regulations," related to the Ombudsman work. The publication will help the Ombudsman reduce the non-compliance problem in the relationship with the state bodies.
