OSCE Mission calls for Serbia's local self-government assemblies to start working

BELGRADE, 14 December 2004 - The Head of the OSCE Mission to Serbia and Montenegro today called for the establishment of all municipal assemblies in Serbia where this process has not yet been completed following recent local elections.
The Mission Head, Ambassador Maurizio Massari, also appealed for the full respect and implementation of the Law on Local Self-Government.
"We are concerned that in several municipalities and city municipalities, the legal deadline for constituting local assemblies is about to expire," he said.
"We believe functional local self-government and its institutions are extremely important. Moreover, in all municipalities where local assemblies and other local self-government institutions have been established, it is important that they start working without any further delay."
The OSCE Mission to Serbia and Montenegro is planning to provide capacity-building assistance to the new municipal councils in order to improve the effectiveness and transparency of local government. Training programmes for municipal councillors are being organised all over Serbia to inform them about the new Law on Local Government. In addition, the Mission will continue to assist them on issues such as gender and minorities in local government.
The OSCE Mission believes that effective local government can make a significant contribution towards solving many of Serbia's socio-economic problems.
