OSCE Mission signs agreement with Serbian Interior Ministry on police reform

BELGRADE, 17 November 2004 - A strategic partnership for democratic reform of the Serbian police service was concluded today with the signing of a Memorandum of Understanding between Serbia's Ministry of Interior and the OSCE Mission to Serbia and Montenegro.
The Ministry will work with the OSCE Mission to achieve the aims and priorities for police reform set out in the Memorandum.
The OSCE Mission will provide the Ministry with expertise on police reform in order to bring the service up to international standards.
The OSCE will provide assistance in eight priority areas: police education and development, police accountability, organised crime, forensics, border policing, community policing, war crimes investigation, and strategic development and planning in the Ministry.
Under the agreement, the Ministry may also request assistance from the OSCE Mission in the development of legislation such as the Law on Police and Law on Police Education.
The agreement also reaffirmed the OSCE's leading role as the co-ordinator of international efforts and assistance for police reform in Serbia.
'The OSCE was the first international organisation to support police reform in Serbia after the democratic changes in 2001," said Ambassador Maurizio Massari, Head of the OSCE Mission to Serbia and Montenegro.
"This agreement reinforces our strong and lasting partnership with the Ministry," he added, after signing the agreement with Serbia's Interior Minister Dragan Jocic.
