OSCE Mission Head to meet Montenegro's parliamentary opposition

BELGRADE, 11 September 2003 - The OSCE's top representatives in Belgrade and Podgorica will meet the Montenegrin opposition parties which are currently boycotting parliament, tomorrow.
The Head of the OSCE Mission to Serbia and Montenegro, Ambassador Maurizio Massari, and the Head of the Mission's Office in Podgorica, Ambassador Rudolf Bognar, will discuss avenues of dialogue to overcome the ongoing parliamentary crisis. , The meetings will also address other issues related to the OSCE mandate.
"The purpose of the meetings is to discuss issues of common concern and to offer the OSCE Mission's assistance and expertise to the opposition, given that democracy requires the opposition to play an important role in the parliamentary and legislative process," said Ambassador Massari. "Specifically, regarding the ongoing parliamentary crisis, it is the OSCE Mission's view that the government has a responsibility to create the conditions which will enable the opposition return to parliament."
On 5 September 2003, the OSCE Mission, through its Office in Podgorica, sent a letter to the Montenegrin government and opposition offering its expert assistance in order to encourage the opposition to return to parliament. The OSCE Mission's offer of assistance remains in place and open for discussion.
Ambassador Massari and Ambassador Bognar will hold meetings tomorrow with SNP leader Predrag Bulatovic, Liberal Party representative Vesna Perovic, leader of the NS party Dragan Soc and Leader of the SNS party Bozidar Bojovic. Ambassadors Massari and Bognar will also meet Prime Minister Milo Djukanovic.
