OSCE-sponsored website on Parliamentary Code of Conduct launched

BELGRADE, 9 October 2002 - A website designed to encourage discussion on a Parliamentary Code of Conduct was launched today. The website is developed with the support of the Speaker of the Serbian Parliament, Natasa Micic, and sponsored by the OSCE Mission to the Federal Republic of Yugoslavia.
"With this website, the OSCE Mission to the FRY and the Serbian Parliament want to stimulate debate amongst politicians and the general public about the adoption of a Code of Conduct for Parliamentarians ", said the Acting Head of the OSCE Mission, Mark Davison. He added that the website should also serve as an on-line source of information about a Code of Conduct for Members of Parliament.
The website features a discussion forum and articles from international and domestic politicians, political commentators and citizens alike. To date the contributors include Sir Philip Mawer, UK Parliamentary Commissioner for Standards, Branka Otasevic, Serbian TV critic and Prof. Dr. Branka Markovic, University of Belgrade.
In addition, the website allows visitors to vote on major issues in the debate. The first question posed is 'Should the Serbian National Assembly adopt a Parliamentary Code of Conduct?' In addition to being asked to respond to these questions, visitors to the website are also encouraged to send in more detailed contributions. Key contributions from the public will be posted on the site.
The website is the first part of a larger project which will include a series of public hearings and, possibly, the formation of a working group to prepare a draft Code of Conduct. All these activities fall under the Parliamentary Support programme of the OSCE Mission to the FRY.
