Parliamentary internship programme in Belgrade launched

BELGRADE, 30 July 2002 - The OSCE Misision to the FRY, in co-operation with the University of Belgrade and the Parliament of the Republic of Serbia, has launched a parliamentary internship programme with the purpose of allowing up to 50 advanced students to work during a period of nine months as researchers for members of the Serbian Parliament for 10-15 hours a week.
This programme has three major goals: to provide expert support for Members of Parliament and for the staff of Parliamentary committees, to provide interns with an inside knowledge of the Parliament and an insight into the democratic process and, finally, to build a body of young people who are politically aware and committed to the parliamentary process.
Students who wish to participate need to be either recently graduated students, or to be in their final year of university studies. The programme will be centered on the Faculty of Political science but candidates will be drawn from all faculties in order to provide expertise in specific policy areas. Interns will be assigned to MPs or Committees by the University in consultation with the Parliamentary authorities and the OSCE Mission to the FRY. Interns will be expected to work between 10 and 15 hours per week, with their exact working hours to be decided in consultation with the Member of Parliament for whom they will be working.
In order to qualify, the candidates will have to demonstrate to the University that they are committed to this internship programme and to the general principles of the development of democratic institutions. They must also indicate a specific area of the parliament's activities that they are interested in and demonstrate a degree of initiative.
The selected candidates will first attend an induction course organized by the OSCE Mission to the FRY, covering the work of the OSCE and other international organizations as well as the technicalities of the programme. The interns will also be given a more in-depth training about the functioning of the Parliament, including issues such as the role of Members of Parliament, the role of Parliamentary Committees, but also skills such as speech writing and the drafting of reports.
Interested candidates must complete an application form and provide a short paper stating their reasons for being a part of this programme. The university, in co-operation with the OSCE Mission to the FRY, will select the successful candidates prior to the beginning of the academic year.
