The OSCE Mission in Kosovo invites you to apply for a five-month apprenticeship programme for 30 young persons between the ages of 20 and 24, in close co-operation with local government institutions and partner Civil Society Organizations (CSOs). The programme aims at bringing young women and men closer to local government institutions and relevant CSOs directly involving them in local participatory processes, as well as decision and policy-making processes. This paper is intended to be used by youth practitioners from international organisations, public institutions and the youth sector within the OSCE region and beyond. It includes an overview of existing practices and good practice examples, based on the experience of youth practitioners who contributed to the roundtable discussions and key informant interviews. The paper also calls for continued peer learning and support among practitioners and youth activists from different sectors. So much is being done in the youth field, but practitioners too often work in isolation. The OSCE roundtable events upon which this paper is framed sought to bring people together and inspire a community of good practice around youth engagement. This tool seeks to extend the lessons from these events to an even broader audience, further growing the community.

The OSCE High Commissioner on National Minorities and the OSCE Secretariat Gender Issues Programme WIN Project commissioned research into the intersections of gender equality and national minorities. The factsheet highlights key findings and provides recommendations to OSCE participating States to promote equal opportunities for minority women.

The publication provides an overview of the situation of learning centres in Kosovo as of April 2022 and implementation of the Administrative Instruction (AI) 19/2018 on Establishment and Functioning of the Learning Centres. The report offers a way forward and recommendations to different stakeholders for the practical institutionalization of Learning Centres.

The Methodology for assessing the impact of the budget on gender equality is part of the gender agenda of the Secretariat of the Competitiveness Council (SCC) for 2022 and was developed in co-operation with the OSCE Mission to Montenegro and the competent Ministry of Finance. The purpose of the Methodology is to provide support to the state administration institutions of Montenegro in integrating the gender perspective into the budget. Not available in English.

Scoping study on addressing shared climate-related security challenges and strengthening resilience

This report highlights the impact of activities carried out by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in 2022.

This report is the result of research conducted on concrete examples of public-private partnerships (PPPs) for cyber/ICT security in OSCE participating States. It presents emerging practices in PPPs as baseline recommendations and organizes them under the rubrics of purpose, policy, process and people. This report could be used as a capacity-building tool to promote public-private collaboration as an important element in strengthening national cyber resilience and international cyber stability.
