The present guidelines are based on OSCE commitments and universally recognized human rights standards that OSCE participating States have undertaken to adhere to. The guidelines are informed by key international instruments relevant to the protection of human rights defenders, in particular the UN Declaration mentioned above. The guidelines do not set new standards or seek to create “special” rights for human rights defenders but concentrate on the protection of the human rights of those who are at risk as a result of their human rights work. As such, the guidelines aim to contribute to promoting equal protection of human rights for all.

The study “Existing models of housing improvement for Roma: Social and affordable housing solutions for Roma and vulnerable population in Serbia” provides an overview of housing solutions, or models, that were implemented in Serbia so far in projects of improvement of housing conditions in substandard Roma settlements, and which could, with certain improvements, be used in future projects. The study was done within the housing component of the “We are here together – European support for Roma inclusion” project which is implemented by OSCE Mission to Serbia and financed by the European Union.

This new OSCE-publication covers the problem of youth and football violence in Serbia. It's making was supported by the Police Academy and the Interior Ministry of Serbia. It is based on a survey conducted in 25 secondary schools throughout Serbia on a sample of 3662 pupils. The survey addressed issues of football hooliganism, awareness of young people, involvement in fan groups, delinquent behaviour, alcohol and drugs abuse, and linkages to racism. This publication is produced only in Serbian. The English version is a courtesy translation.

This guidance note on Integrating Gender into Oversight of the Security Sector by Ombuds Institutions & National Human Rights Institutions, developed by OSCE/ODIHR, DCAF and the OSCE Gender Section is a practical resource for ombuds institutions and NHRIs, and those who support them. It can help an ombuds institution or NHRI engage more effectively with police, militaries and other security sector institutions to monitor and reinforce how the human rights of men and women working there are upheld. It can strengthen oversight of how well police and others meet the needs of communities.
