This guidebook presents intelligence-led policing (ILP) as a modern and proactive law enforcement model, and a realistic alternative to traditionally reactive forms of policing for OSCE participating States. ILP, which has already been adopted in a number of countries in recent years with promising results, combines intelligence gathering, evaluation and analysis with informed decision-making procedures and mechanisms, thus providing more efficient and effective management of national law enforcement.

The publication “Evidence & Objections” provides domestic and international best practices to familiarize experienced lawyers trained in the civil law system with the fundamental principles of the law on evidence and evidentiary objections. Available in English and Macedonian, it is supported by an on-line video course which can be accessed on an e-learning platform of the regional bar associations at www.brrln.org. This publication is printed and distributed by the OSCE Mission to Skopje in its continuous efforts to promote the rule of law in the country and to facilitate the concept of continuous learning for the parties involved in the criminal procedure.

This handbook focuses on helping journalists to produce new media products by using modern technologies and to easily adapt to the rapid development of the Internet as a news source. It includes an analysis and insights on new media trends such as multimedia outreach, the creation of visual images, longreads, storytelling, fact-checking and data journalism. New formats for business and international journalism, journalism ethics, coverage of conflicts, the importance of multi-ethnic sensitivity as well as journalism security are also elaborated in the handbook. The book is recommended to journalists, media experts, civil servants, scholars, educators, university-level students, and broad sections of the public interested in media development and journalism. The OSCE Secretary General’s Annual Report gives an overview of the Organization's activities and its co-operation with partner states and other organizations.

This follow-up report provides an overview of the level of representation of communities in a numerical minority in the civil service at the central and local level. It provides an assessment of progress made by selected Kosovo institutions in implementing the relevant legislative obligations that guarantee fair and proportional representation of communities in the civil service since the OSCE’s previous assessment report in 2013. Additionally, the report identifies gaps in implementation and provides specific recommendations to key institutions in order to facilitate improvements regarding the employment of communities in the civil service.

This study was commissioned by the OSCE Office for Democratic Institutions and Human Rights (ODIHR). It explores how different types of Jews perceive, experience and respond to anti-Semitism, with a particular focus on three areas: gender, age and religiosity.

The Methodology for monitoring of Ukrainian courts’ judgements on their application of the European Convention on Human Rights (ECHR) and the case-law of the European Court of Human Rights (ECtHR) was developed by the OSCE Project Co-ordinator in Ukraine (PCU) within its “Safeguarding Human Rights through Courts” project. The project’s two-fold objective was to strengthen civil society’s capacity to monitor the application of human rights protection legal instruments in court judgements and to establish a baseline and evaluate the progress in application of the ECHR and the case-law of the ECtHR by PCU-trained judges. PCU’s Implementing Partner – “Institute of Applied Humanitarian Research” – used the developed methodology to pilot the monitoring of judgements during 2015-2016. The analysis of monitoring findings will be made available in a separate report in November 2017.
