Application of the National Legislation in the Area of Countering Hate Speech

This document is an overview of the application of national legislation in the area of countering hate speech. The study reflects general trends and focuses on the most prominent signs of hate speech. The document provides description of specific lawsuits related to manifestations of hate speech, examples of evaluations on controversial journalistic materials by media self-regulatory organizations and provides recommendations on effective response to instances of hate speech at the legislative level. The study was carried out within the Project "Supporting Conflict-Sensitive Journalism in Ukraine", implemented by the OSCE Project Co-ordinator in Ukraine.
