OSCE Programme Office in Dushanbe supports first aid and evacuation of wounded course as part of explosive ordnance disposal work

A two-week training course on first aid and evacuation of wounded started on 5 March 2018 in Dushanbe. The course is organized by the OSCE Programme Office in Dushanbe as part of its programme on the disposal of explosive ordnance.

Seventeen medical doctors from Kazakhstan, Kyrgyzstan and Tajikistan working in different law enforcement agencies are attending the course. It aims to develop their skills in providing first aid and evacuating wounded persons who have sustained injuries as a result of mine explosion or while disposing of explosive ordnance. By the end of the course, the participants are expected to be able to perform an emergency diagnosis and procedures including: cardiopulmonary resuscitation; control of bleeding; applying splints to the fractures; providing care for injuries of various organs. They are also expected to improve their skills for evacuating victims.

Opening the training course, Fejzo Numanaj, Head of the OSCE Programme Office’s Politico-Military Department in Dushanbe, noted the presence of women among the participants. “The OSCE strictly adheres to the principles of equal opportunities for women and men and continues to encourage equal gender participation of technical specialists and practitioners to attend such training events,” Numanaj said.

The course is conducted with donor support from Austria, Germany and the United States. It is the beginning of a series of training courses within the framework of the programme Integrated Co-operation on Explosive Hazards Disposal Programme implemented by the OSCE Programme Office in Dushanbe.
