Permanent Council statement on violence towards OSCE personnel in Albania

VIENNA, 11 November 1998 - The Permanent Council of the OSCE has with deep dismay taken note of two violent incidents yesterday affecting the security of the OSCE personnel in Shkodra, northern Albania.

These incidents, apparently unconnected but happening in the same city within a short period of time, raise serious concerns about the security situation in northern Albania and especially the safety of international personnel.

The rule of law must be strengthened in the country in order that stability can be restored and democracy prevail.
