The Chairperson, on behalf of the Council, expressed condolences to Bulgaria with regard to a bombing in Burgas. Bulgaria (Annex) thanked the Chairperson for the expression of condolences. The United States of America, Cyprus-European Union (with the acceding country Croatia; the candidate countries the former Yugoslav Republic of Macedonia, Iceland, Montenegro and Serbia; the countries of the Stabilisation and Association Process and potential candidate countries Albania and Bosnia and Herzegovina; the European Free Trade Association countries Liechtenstein and Norway, members of the European Economic Area; as well as Andorra, Georgia and Moldova, in alignment) and the Russian Federation also expressed their condolences. Israel (Partner for Co-operation) also expressed gratitude to the Council for its expression of condolences. Report by the Head of the OSCE Office in Yerevan, Ambassador Andrey Sorokin. Prior to taking up the agenda, the Chairperson, on behalf of the Permanent Council, expressed condolences to the Russian Federation in connection with the recent floods in Krasnodar, Russian Federation, and a bus crash that occurred in Ukraine on 7 July 2012. Prior to taking up the agenda on Monday, 16 July 2012, the Chairperson, on behalf of the Permanent Council, welcomed the new Permanent Representative of Germany to the OSCE, Ambassador Rüdiger Lüdeking.
