Working on stable access to energy sources on a timely, sustainable and affordable basis in the OSCE: Independent Evaluation of the OSCE’s work on Energy Security
This report provides an independent evaluation of the OSCE’s activities on energy security during the period 2010–2022. The assessment was conducted between October 2023 and June 2024 by a mixed team of the OSCE’s Office of Internal Oversight (OIO) staff and an independent energy security senior expert. It included initial in-house stocktaking and subsequent data collection and analysis, which entailed desk research, a field visit to the OSCE’s Programme Office in Dushanbe, interviews with the staff of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), and five additional OSCE Field Operations, as well as a survey distributed to representatives of the OSCE participating States.
