OSCE to send 250 election observers to Bosnia and Herzegovina

VIENNA/SARAJEVO, 5 September 1997 - The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is coordinating the international election observation for the 13-14 September municipal elections in Bosnia and Herzegovina.
Some 250 observers, including a number of parliamentary delegations, will arrive on 10 September and will be deployed throughout the country in teams of two. The international observers are independent of the 2450 OSCE election supervisors who will overseeing polling stations. The ODIHR is also sending observers to Croatia and the Federal Republic of Yugoslavia, where large numbers of refugees will be voting.
Mr. Javier Ruperez of Spain, President of the OSCE Parliamentary Assembly, has been appointed OSCE Special Representative for the observation of the elections in Bosnia and Herzegovina. Mr. Ruperez will make an assessment of the elections based on reports from the international observers, which he will present at a press conference in Sarajevo on 15 September. He will be in Bosnia and Herzegovinia from 11-16 September.
Mr. Kare Vollan of Norway was appointed by the ODIHR as On-site Coordinator for the Election Observation Mission. Based in Sarajevo, Mr. Vollan has been in charge of the Observation Mission since early July.
Over the last four months, 13 long-term observers have been observing the election process. Located in 10 regions throughout the country, they have been observing the registration of voters, the claims period, and the election campaign. Their findings will also be taken into account in the overall assessment.
Short-term observers will be observing the vote and counting on election day, covering almost all of the polling stations. The observation teams will also monitor the vote count.
