ODIHR delivers training courses on countering terrorism, protecting human rights
As part of its training module for public officials and counter-terrorism practitioners, ODIHR has completed two training courses for law-enforcement officers and police students on the protection of human rights while countering terrorism.
The first course, organized jointly by ODIHR, the OSCE Centre in Ashgabat and Turkmenistan’s Interior Ministry, took place in Ashgabat on 22-24 November. Some thirty students and eight instructors from Turkmenistan's Police Academy took part in the course.
The second training course, organized by ODIHR, the OSCE Spillover Monitor Mission to Skopje and the Interior Ministry of the former Yugoslav Republic of Macedonia, took place in Skopje on 1-3 December. The course provided some twenty law-enforcement officers with a useful guide to the international human rights framework applicable to counter-terrorism.
The training module is aimed at providing public officials and counter-terrorism practitioners with a better understanding of the main human rights issues that arise while addressing terrorism and ways to ensure the protection of human rights in line with international standards and OSCE commitments. Since 2005, this training course has been delivered in 11 participating States: Tajikistan, Georgia, Ukraine, Azerbaijan, Turkmenistan, the United Kingdom, Serbia, Kazakhstan, Kyrgyzstan, Austria and the former Yugoslav Republic of Macedonia.
