The purpose of the Expert Forum is to conduct an informed dialogue and exchange experiences in order to contribute to policy development and reform in the area of criminal justice in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan), and Mongolia. Discussions will benefit from the presence of experts from a wide range of criminal justice stakeholders, policy-makers, judiciary, prosecution, legal profession, civil society, academia, and international governmental and non-governmental organizations.
The Forum is organized with the support of the United Nations Office for Drugs and Crime in Central Asia (UNDOC), United Nations Development Programme Regional Hub for Europe and Central Asia (UNDP), United Nations High Commissioner for Human Rights Regional Office for Central Asia, The Legal Policy Research Center (LPRC), Kadyr-kassiyet (Dignity), OSCE Programme Office in Astana and other OSCE Field Offices in Central Asia. The Delegation of the European Union to the Republic of Kazakhstan has funded projects implemented by the UNODC and the LPRC.
Objectives:
- Share latest developments in criminal justice area in Central Asia and Mongolia and discuss the status of implementation of the recommendations of from the Criminal Justice Forum in 2021
- Provide regional platform for professional discussion on criminal justice and judicial reform, human rights including fair trial rights in criminal procedure, and the harmonization of national legislation with international standards and relevant OSCE commitments.
- During the two days issues related to pre-trial stage, gender aspects relevant to the judiciary, independence of legal professions, judicial independence, fair trial standards, as well as reform of penitentiary with an emphasis on alternative measures to imprisonment and probation services.
Since 2008, ODIHR has organized eight Expert Forums on Criminal Justice for Central Asia, within the framework of its rule of law programme.
