Ambassador Jan Haukaas
Ambassador Jan Haukaas, a Norwegian with more than 20 years of senior multilateral experience, assumed his duties as Head of the OSCE Mission to Montenegro on 2 December 2024.
Jan Haukaas served as the European Union Monitoring Mission’s Head of Office for Montenegro during the 2006 referendum on the restoration of Montenegro’s statehood. He has since held a series of senior political positions within the OSCE, including as Senior Political Officer and Spokesperson for the OSCE’s Mission to Montenegro (2007-2009) and as Chief Executive Officer for the OSCE’s Head of Mission to Bosnia and Herzegovina (2010-2011). Jan Haukaas has also served as Special Advisor to three consecutive ODIHR Directors, while also establishing and holding the position as the Director’s Representative in Vienna (2012-2018). Since then, he has also served as Special Advisor for the OSCE Chairpersonships of Slovakia, Albania, Sweden, North Macedonia and Malta (2019-2024).
Previously, Jan Haukaas studied Comparative Politics at the University of Bergen, Norway, and was later employed in the same Department for an international project on state and nation building processes in Central and Eastern Europe.
