Ballots sent to By-mail voters for Kosovo's Assembly Election

PRISTINA, 6 October 2004 - Ballots are on their way today to the 5,959 eligible voters who successfully applied in the By-mail voting programme for the 23 October Assembly election, according to an announcement by Kosovo's Central Election Commission.
The ballots are being sent to eligible voters living in more that 30 countries throughout the world. They will have the chance to cast their vote and return ballots to be counted at the Count and Results Centre in Prishtine/Pristina
The By-mail voting programme, which is the responsibility of the OSCE Mission in Kosovo, is a integral part of the overall election operation leading to the 2004 Kosovo Assembly Election.
"It was designed to allow persons temporarily living abroad to participate in the second election to the Assembly," said Lars Lagergren, Director of the OSCE Mission's Election Department.
The rules for the 2004 Election require that any eligible voters reconfirm their desire to participate in the By-mail operation.
Eligible By-mail voters will be sent packages containing a ballot, a secrecy envelope, a pre-printed return envelope, the platforms of all 32 political entities, and a personalised and bar-coded instruction letter. These packages will get to voters over the next few days.
