OSCE Mission in Kosovo begins 'by-mail' Operation for out-of-Kosovo voters

PRISTINA, 17 June 2004 - The OSCE Mission in Kosovo has begun a major effort today to update the Voters List for the upcoming Assembly election by mailing ballot applications to all previously registered voters residing outside of Kosovo and inviting new 'by-mail' voters to register.
This first of three By-Mail Operation phases - updating the out-of-Kosovo Voter List - will run until 10 August.
"An important part of the first Standard for Kosovo deals with elections, so it is vital that all those who wish to vote in the upcoming elections are allowed to vote—including Kosovans currently residing abroad," stated Lars Lagergren, the OSCE Mission s Director of Elections.
An intensive public information campaign will accompany the eight-week period, including spots on radio and television, notices and applications in newspapers, and websites

The OSCE will also operate a telephone service to assist all eligible out-of-Kosovo voters with registration. The telephone numbers can be found on the websites and will be made widely known by this campaign.
The second phase - a two week Confirmation Period - begins on 23 August. The third phase, which includes mailing of the actual ballots to those voters properly registered with the By-Mail Operation, will begin on 17 September.
For the 2002 Municipal Elections, 10,649 ballots were sent to By-Mail voters in more than 30 countries.
While both the Final Voters List and the By-Mail Operation remain responsibilities of the OSCE Mission s Election Department for the upcoming Assembly elections. The newly-created Central Election Commission Secretariat (CECS), the operational wing of the CEC, is responsible for the overall administration of the October elections, including all in-Kosovo operations.
