OSCE Mission appoints Monitor of Kosovo Assembly

PRISTINA, 2 December 2002 - The OSCE Mission in Kosovo has appointed a monitor who will be in charge of verifying the compliance of the work of the Kosovo Assembly with the provisions of the Constitutional Framework (United Nations Mission in Kosovo Regulation 2001/09), and the Assembly's Rules of Procedures. Rebecca Kilhefner will start her work at the Assembly at the next plenary meeting on Wednesday, 4 December.
The monitoring will cover a wide range of the Assembly's activities, especially the deliberations of the plenary sessions. A special focus will be given to participation in debate by Assembly members from Kosovo's smaller communities, and the way the voting is organized.
Twice per month, the OSCE Monitor will submit to the Special Representative of the UN Secretary General a report on the proceedings of the Assembly.
Assembly monitoring is carried out by the OSCE in many countries in transition, as a means of helping to develop sustainable democratic practice. It is intended that monitoring Kosovo's Assembly will be a valuable contribution to strengthening democratic systems.
The monitoring of the Assembly will be carried out in full conformity within the provisions of the Constitutional Framework and the Assembly's provisional Rules of Procedure.
