Voting can help returns process in Kosovo

PRISTINA, 25 October 2002 - OSCE's Head of Mission in Kosovo, Pascal Fieschi, strongly encouraged all Kosovo voters in Serbia and Montenegro to vote in the Kosovo Municipal Elections tomorrow, 26 October.
"Participation in the elections is a crucial step in the returns process. In order to return, you should have representatives in the Municipal Assemblies to help you," said Ambassador Fieschi. "The Assemblies will be elected for four years, and will have greater competencies."
Ambassador Fieschi reminded voters of UNMIK's proposal for decentralisation, "which will bring democracy closer to the people."
"I therefore urge you to send your elected local representatives to participate in developing structures that are responsive to your needs. And you have the responsibility to elect the best people for this process as well," OSCE Head of Mission said.
"You should vote because it is your place. By voting you can help create better conditions for return."
