Kosovo's Municipal Election Commissions take on greater responsibilities

PRISTINA, 4 April 2002 - Municipal Election Commissions (MEC) in Kosovo will move a step further towards becoming permanent election management bodies in each of the province's 30 municipalities. Electoral Rule No. 2/2002, issued by the Kosovo Central Election Commission, stipulates that each MEC will now have a full-time Executive Officer, who will ensure that it fulfils its obligations to the municipality and to the Central Election Commission.
Municipal Election Commissions are the professional and non-political bodies established by the Central Election Commission and play a crucial role in the preparations for transparent and efficient elections. The role of the MECs has steadily grown since they were first established prior to the first municipal elections in Kosovo. These bodies will gradually take over the local level administration of the election process in the future. The OSCE Mission in Kosovo, as part of its institution building mandate, has been providing training to MECs to develop their professional capacities.
In future, all MECs are to have offices in the premises of the municipality administration to ensure it can fulfil its duties to:
MEC members abide by a Code of Conduct, which is crucial in ensuring that the entire electoral process meets international standards. As part of this process, the CEC and the OSCE Mission in Kosovo will be evaluating the performance of MEC members.

- advise political entities about their rights and obligations;
- provide information to voters of all communities;
- provide information to Municipal Assemblies on electoral administrative activities;
- appoint and train Voter Services staff and Polling Station Committees;
- make technical preparations at polling stations;
- ensure the proper conduct of polling and counting procedures; and,
- organize the collection of election related materials after an election.
