PRISTINA 27 July 2001
PRISTINA, 27 July 2001 (OSCE) - The OSCE Mission in Kosovo is going to update the province's voters' list in a six-week exercise that begins on Monday, 30 July. The Mission's office for voter services is setting up 48 sites across Kosovo, open for the entire six weeks, and mobile teams will visit a further 125 locations throughout the province.
The aim of this process, which takes place until 8 September, is to update the voters' list and to ensure that everyone is assigned to a polling centre ahead of the Kosovo-wide elections scheduled for 17 November.
Most people who voted in the municipal elections that took place in October 2000, will not need to go to a voter service centre, as they are already on the voters' list and are assigned to polling centres. Voter service centres are intended to serve specific categories of Kosovo citizens who:
In those areas where communities did not participate in the civil and voter registration last year, the process is being held in conjunction with the United Nations registration process. People will first register with the UN and then be assigned to a polling centre in case they wish to participate in the elections.
Voter service centres will be open six days a week, from 09:00 to 18:00 hours, and will be closed from 12:00 to 13:00 hours.
The registration process of voters outside of Kosovo, administered by the International Organization for Migration (IOM), also begins on Monday. In Serbia and Montenegro, people are being asked to register in person. In Albania and the former Yugoslav Republic of Macedonia, IOM will operate facilitated registration offices in order to reach out to all eligible voters. IOM is also mailing registration applications to potential voters in 35 countries.
The voter services process both inside and outside Kosovo will be monitored by international observers from the Council of Europe and local teams, to ensure that it is carried out properly and is free of fraud.
