Lottery for placement order on Kosovo election ballots, 16 August

PRISTINA, 11 August 2000 - The order of the political parties, citizen's initiatives, and independent candidates, on the ballot paper for the upcoming municipal elections, must be determined in a fair and impartial manner. Therefore, the Central Elections Commission in Kosovo has decided to hold a ballot lottery through which the positions on the list for the political contenders will be drawn.
The lottery will be held in two sequences. Political parties, coalitions and citizen's initiatives will be part of the first draw. These will fill the upper positions on the ballot paper. The second draw will be among the 15 independent candidates and will determine their order on the lower positions of the ballot paper.
In order not to give undue advantage with single-digit figures, the numbering of contenders will start with 11 and will go up (11, 12, 13, etc.). The Central Elections Commission has decided to hold one lottery for all of the 30 municipalities of Kosovo. In this way, the contenders running in several municipalities can use this numerical reference as part of their campaign and public relations work (vote for party No. 16, for example).
The ballot lottery will be hosted by Ambassador Daan Everts, Chairman of the Central Elections Commission, and other Commission members. Representatives of all political parties and all other political contenders for the upcoming elections are also invited to participate.
