Kosovo broadcasters to apply for frequencies

PRISTINA, 21 June 2000 - After months of negotiations with international organizations, the OSCE Mission in Kosovo has details of a number of the broadcast frequencies available for Kosovo. This required extensive discussions with the international frequency co-ordinator - the International Telecommunications Union - as well as with KFOR.
Now a frequency plan and clearly allowable frequency strengths are known and the OSCE is going back to broadcasters to continue the licensing process.
KFOR is permitting only a limited number of frequencies in this first phase of licensing. The reason is that it also controls a number of frequencies for its own operations.
Many of the broadcasters who first applied for a temporary broadcast licence did not fully complete their original applications. In most cases necessary technical information was lacking; in some cases it was not known. It was therefore impossible for them to be allocated a frequency. Now the applications are being returned so they can be fully and properly completed. The missing information on each application form is clearly indicated.
Broadcasters have just two weeks to complete their application to be considered for a temporary licence.
The licenses are being issued by the Temporary Media Commissioner until an Interim Media Commission for Kosovo is established. He will decide whether the applicants meet the criteria established to get a license.
