Kosovo Elections Complaints Commission decisions

PRISTINA, 11 October 2000 - At its session on 10 October 2000, the Kosovo Election Complaints and Appeals sub-Commission (ECAC) dismissed three complaints and issued two advisory opinions. The details of each decision are below.
ECAC Case Nos. ME 2000/032, 034, 078 The ECAC received three complaints regarding political entities either spray painting graffiti or placing posters over that of another political party. The ECAC dismissed as de minimus.
Advisory Opinion No.1 Powers of ECAC Extended According to Electoral Rule 2000/2, section 2.0(a) and 2.20, the ECAC powers to investigate and punish violations of applicable Regulations, Electoral Rules, and Administrative Directives will continue for all violations committed through Election Day. Therefore, the ECAC will remain in operation, with full sanction powers, until all complaints have been resolved.
Advisory Opinion No.2 Religious structures are public buildings The ECAC has been made aware that political party posters have been placed, and political graffiti painted, on mosques. The ECAC decided that the collective use of mosques and churches gives these places a public character. Therefore, within the meaning of the Electoral Rules, it will be considered a violation to place political posters or paint political graffiti on mosques or churches.
