OSCE High Commissioner on National Minorities awarded Wateler Peace Prize

THE HAGUE, 30 October 1996 - The Carnegie Foundation today awarded the Wateler Peace Prize to Mr. Max van der Stoel, the OSCE High Commissioner on National Minorities. The President of the Dutch Carnagie Foundation, Former Dutch Foreign Minister Professor Peter Kooijmans, awarded the prize at 4:00 p.m. at the Peace Palace in The Hague.
The Peace prize is awarded on an annual basis to a person or organization, which, according to the Foundation, "through their words, deeds, writing or art have made a substantial contribution to the idea of peace or contributed to finding a means to make war more and more impossible."
According to the Foundation, the Peace Prize was awarded on the basis of the following: "the great achievements of Mr. van der Stoel in the field of human rights in general, and more specifically as special UN rapporteur on the violation of human rights in Irak, his special dedication, perseverance and care in the field of preventative diplomacy and the protection of minorities as OSCE High Commissioner on National Minorities."
The Prize was created by Mr. J. G. D. Wateler who left his estate to the Carnagie Foundation under the condition that the interest would be designated to an annual Peace Prize.
Earlier laureates include Dr. Henry Kissinger, Mr. Jean Monnet, Mrs. Martin Luther King, Mr. Danny Kaye, the International Commission of Jurists and Dr. Jiri Hajek.
