New Head appointed for Skopje Mission

SKOPJE, 22 August 2001 (OSCE) - Ambassador Craig Jenness from Canada has been appointed as new Head of the OSCE Spillover Monitor Mission to Skopje. He took up his duties on 20 August.
Prior to this new position, Ambassador Jenness has been Deputy Head of the OSCE Mission in Kosovo, which he joined in early September 1999, and of the OSCE Mission to Bosnia and Herzegovina, which he first joined in 1996.
In Bosnia and Herzegovina, Ambassador Jenness chaired the National Elections Results Implementation Committee, the body responsible for the implementation of elections in the country. In this role, he oversaw the negotiations of the first post-war multi-ethnic local governments in all of Bosnia and Herzegovina's municipalities. Ambassador Jenness was responsible in Kosovo for Mission management.
From 1996 to 1998, Ambassador Jenness headed the OSCE Mission's Human Rights department in Bosnia and Herzegovina. He has also worked with the United Nations Peacekeeping Missions (UNPROFOR) in the country, and brokered in this capacity agreements between the warring factions on the protection of minorities.
Before becoming involved in south-eastern Europe, Ambassador Jenness worked for the United Nations in Cambodia, where he focussed on investigations of human rights violations, monitoring prisons, and the training of Cambodian judges. He also drafted a Bill of Rights for inclusion in the Cambodian Constitution.
From 1992 to 1993, Ambassador Jenness was a Senior Policy Analyst at the Litigation Support Directorate. From 1989 to 1992, he worked at the Estates and By-laws Section at the Department of Indian Affairs and Northern Development in Canada.
Ambassador Jenness holds a Bachelor of Laws from Ottawa University as well as a Bachelor of Arts (Economics) from the Queen's University, both located in Ontario, Canada.
