OSCE calls on Yugoslav authorities to grant access to detained OSCE staff

VIENNA, 4 August 2000 - The OSCE Chairmanship today called the Chargé d'Affaires a.i. of the Federal Republic of Yugoslavia in Vienna to the Austrian Foreign Ministry on the arrest on Tuesday of the two OSCE Kosovo Mission members and the two Canadians travelling with them. The acting Secretary General of the Austrian Foreign Ministry, Ambassador Christian Prosl, expressed the deep concern of the OSCE Chairperson-in-Office, Austrian Foreign Minister Benita Ferrero-Waldner, about the fate of the two arrested British OSCE Mission members and the two Canadians, detained by the Yugoslav armed forces in Montenegro.
The Chargé d'affaires a.i. was drawn to the fact that consular access according to the Vienna Convention on Consular Relations has not yet been granted, three days after the arrest. Furthermore, information should be given about the place of detention and the legal procedures in this case. The acting Secretary General also requested that the detainees be charged or released.
